Contact tracking apps

Apps that record users' movements and contacts raise a number of challenges regarding the right to privacy and data protection.

Denmark is developing a contact tracking app to supplement the country's COVID-19 strategy. The idea is that the app automatically detects who the individual citizen has been near and notifies if the phone has been close to a COVID-19 infected person.

An app like this, which can provide a detailed overview of the citizens' contact pattern and health status, could be misused for monitoring individuals and groups.

The Council of Europe, the European Data Protection Council, the European Commission and the Data Inspectorate has thus pointed out that contact tracking apps can constitute a major violation of the rights of the individual citizen. It is therefore crucial that it is developed with respect for the citizen's right to privacy and data protection.
