Collaboration on children in foster care

An investigation of the cooperation between municipalities and parents around placed children.

In the autumn of 2018, the Danish Institute of Human Rights conducted a survey of 295 support persons for placed children's parents. The survey focuses on how the collaboration around the placed child functions between the municipality, the parents and the place of placement.

The survey shows that the vast majority of support persons find that they have a predominantly positive collaboration with the municipality's case handlers.
However, one main conclusion is also that the municipalities often give very low priority to the involvement of the parents in the cooperation around the placed child. This means that the requirements of the law are not always met. This may mean that the child's right to identity and family life does not receive the protection prescribed by the UN Convention on the Rights of the Child.

Based on the findings of the study, the Danish Institute of Human Rights comes up with a number of recommendations on how the child's right to family life and identity can be protected while it is located outside the home.
