Important business and human rights tool now available in Spanish

An important and widely referred to business and human rights tool is now being published in Spanish language version by the Danish Institute for Human Rights.

The National Baseline Assessment (NBA) Template is a tool that supports the assessment of the extent to which a State’s regulatory framework aligns with the UN Guiding Principles on Business and Human Rights (UNGPs).

The NBA is one component of the Toolkit on National Action Plans (NAP) on Business and Human Rights, developed by the Danish Institute for Human Rights and the International Corporate Accountability Roundtable (ICAR) and published in 2014.

Though only a year old, the NAPs Toolkit is now already widely referred to by governments, national human rights institutions (NHRIs) and civil society organisations in their actions towards the promotion and development of NAPs.

For example, development of the German and Chilean National Action Plans is being informed by baseline assessments undertaken by the German NHRI and a Chilean university using the Toolkit and in particular the NBA Template.

The Toolkit and Template are designed to be used flexibly, so governments and other stakeholders can develop NAPs that respond to national circumstances and priorities.

The Spanish language version of the NBA Template aims to support stakeholders engaging in NAP processes in Spanish speaking countries.

In Chile, DIHR has teamed up with the Diego Portales University as an independent, third-party actor, todevelopa National Baseline Assessment to review thecurrent degree of implementation of the UNGPs in Chile.

TheNBA analysis is being developed on the basis oftheNBATemplatein the DIHR-ICAR NAPsToolkit. The NBA study will then be submitted to the Chilean Foreign Ministry in support of its efforts to develop a NAP on Business and Human Rights.

The expected date for completion of Chile’s NBA is January 2016.
